Mix blue jello and pour into baking dish. Mix red jello and pour into a different baking dish. Chill at least 3 hours or overnight.
Cut up jello into squares. In a new baking dish that's larger you can now add red and blue cut jello.
In a large sized separate bowl, sprinkle 2 envelopes of unflavored gelatin into 1/2 cup cold water, it will make some small bubbles and that is ok. Allow to sit for 5 minutes. After the gelatin mixture blooms (it will look mostly dissolved and get wrinkly on the surface), add 1 1/2 cups boiling water and stir to dissolve. Add the can of condensed milk and stir to combine; set aside to cool to room temperature.
Pour the cooled sweetened condensed milk mixture over the red and blue jello small blocks in the baking dish. Chill overnight.
Cut the jello blocks with a star cookie cutter. I like to use the medium cutter as it works best with a spatula to help scoop out the star.
Notes
If you want to make a double batch it is super easy to do as well. You will just need to have enough pans or to do a second batch after you add the first batch to the baking dish.
